What "arranged travel" means, and why it is so often misunderstood

"Arranged travel" may be unfamiliar to people outside the travel trade. Under Japan's Travel Agency Act, it is the act in which a travel agency acts as agent, intermediary or broker for the traveler in relation to services such as transport and accommodation. It is a different thing from "planned travel", where the agency creates the itinerary and contracts with service providers on its own account. Planned travel is divided into a package type, where the plan is created in advance and customers are recruited, and a made-to-order type, where the plan is created at a traveler's request.

The confusion arises because, from the traveler's side, both look like "asking a travel agency to take me on a trip". Applying for a package tour and asking for individual arrangements make the agency play different roles, but the difference is rarely noticed in everyday life.

Worries people tend to have about arranged travel

Guests considering arranged travel tend to ask certain questions.

One is whether they could simply book everything themselves online. Flights and hotels can now be booked easily by individuals, so it is natural to wonder why one should ask a travel agency.

Another is the worry that it will cost more. Individual arrangements cannot lower prices through bulk purchasing the way package tours do, and every case takes effort.

There is also the question of who will deal with problems in an unfamiliar place. When you arrange a trip yourself, you have to coordinate changes and cancellations of each booked service with each company on your own.

These are reasonable questions. Our arranged travel does not aim for the price advantage of a package tour. We hope to be of use to guests who put more value on realizing exactly the journey they want, with certainty, than on saving time and effort.

Why we concentrate on arrangement and escort

We are registered as Type 3 Travel Agency No. 3-439 (Okayama Prefectural Governor). According to materials of Japan's Ministry of Land, Infrastructure, Transport and Tourism and the Japan Tourism Agency, a Type 3 travel agency may conduct made-to-order planned travel in Japan and overseas, arranged travel in Japan and overseas, and the sale of other companies' package tours. Package tours organized by the agency itself are limited: they may only be operated for domestic travel within a defined area, such as the municipality where the office is located and neighboring municipalities.

In light of the scope of this registration, we do not handle package tours. Everything is provided as arranged travel tailored to the wishes of each guest. We believe that building a guest's journey from scratch, instead of selling a fixed product, is a fitting way to serve affluent visitors to Japan.

The journey starts at the moment of arrival

Our services rest on two things: arranged travel and escort.

In arranged travel, we arrange flights, accommodation, transfers and experiences individually according to the guest's wishes. Rather than offering a set menu to choose from, we listen to what kind of journey the guest wants and combine what is needed, one element at a time.

In escort service, we support guests throughout their stay, with on-the-ground guidance and interpretation. By accompanying the guest in the field, we can confirm on the spot how the arrangements are working in practice and adjust them. We believe this is where having the same team handle both arrangement and escort can be of help.

With guests who arrive by private jet

Before launching the Travel Service Kiosk brand, we had already been arranging travel and providing escort services for guests who arrived in Japan by private jet and stayed for extended periods at luxury hotels such as the Imperial Hotel.

To protect guest privacy, we do not disclose specifics. But on journeys like these, careful attention and quick responses are needed at every point from arrival to departure. The flexibility to handle small changes and to answer unplanned requests on the spot is hard to find inside a fixed itinerary. Handling arrangement and escort together, close to the guest, is what proves its worth in such moments.

What affluent visitors look for in a journey

Affluent visitors are not a uniform group, and what each wants from a journey differs. Still, from our experience in answering the requests of guests visiting Japan, we believe a few points are commonly valued.

One is the value of time: to reduce the time spent on transfers and waiting during a limited stay and concentrate on the time one really wants to spend. That requires every arrangement to be in place beforehand and to be reliable. The second is privacy. Some guests do not want others to know where they stay or what they do, so information related to arrangements must be handled with great care.

The third is flexibility toward the unplanned. Weather, health and mood can change plans, which is part of any journey. When an itinerary is fixed, changing it is not easy, but with arrangements built around the guest's wishes it is easier to respond calmly. The fourth is an interest in experiences specific to Japan. What we actually arrange

"Arranged travel" can sound abstract. Concretely, we arrange the following according to the guest's wishes.

For flights, we build a flow that does not strain the whole itinerary, including connections from international to domestic services. For accommodation, we choose lodging that suits the guest's taste and confirm the rooms and services that fit how they want to spend their stay. For transfers, we arrange means of moving between airports or stations and during the stay, suited to the number of people and the amount of luggage.

For experiences, we incorporate encounters specific to Japan according to the guest's interests. Since preparation and booking methods vary greatly with what is being experienced, we begin by listening carefully to those interests.

We can combine these arrangements with on-the-ground escort, including guidance and interpretation. Being able to confirm arrangements together with the guest in the field and adjust them as the situation requires is where we hope to be of help by handling arranged travel and escort as one.

What we value when listening to your wishes

The quality of arrangements depends on how deeply we can understand the guest's wishes at the start.

In the first consultation we ask about the purpose of the visit, who is traveling, how much time the guest wants to devote to the journey and what has left an impression on past trips. By asking not only "where do you want to go" but "how do you want to spend your time" and "what do you want to avoid", the direction of the arrangements becomes visible. We value the process of exploring together, in conversation, wishes that the guest has not yet put into words.

Some wishes are difficult to fulfil. In that case we explain frankly why and propose an alternative. The situation we most want to avoid is giving a guest false expectations and only later finding that something cannot be done.

Is it worth asking an agency when you can book everything yourself?

We touched earlier on the question of whether you could not just book everything yourself online. We would like to answer it honestly.

For a simple trip, arranging it yourself is the most rational choice. If all you need is a return flight and one hotel, there is no need for an agency. Arranged travel becomes worthwhile when the arrangements are many and each affects the others.

For example, the arrival time changes the transfer arrangement, which changes the preparation for hotel check-in, which changes the dinner reservation. One change ripples through the others. If you arrange everything yourself, you must handle this coordination alone, and contacting several providers in a country with a different language and business customs is not easy.

Having a single point of contact is also very valuable. When you want a change or advice, it is clear whom to contact, and that contact takes on the coordination with every provider. This reassurance helps turn travel time into the time you really want to spend. We concentrate on arranged travel because we believe in the value of taking on coordination.

Mainly guests from Western countries, with inquiries from Asia too

Travel Service Kiosk is built on the tours.e-stay.jp platform and serves affluent travelers mainly from Western countries. In practice, we also receive inquiries from across Asia, including the Philippines.

Overseas guests' interest in Japan does not stop at sightseeing. Their wishes include how to spend time in Japanese lodging, food and encounters with culture. Building arrangements to fit the guest's country, culture and purpose is our job.

Dealing with guests from abroad

Dealing with guests visiting from abroad means being constantly aware of language, time zones and cultural differences.

We ask about the language you prefer when you first contact us. We offer this English page so that overseas guests can read our information easily. With guests in different time zones, we try to confirm convenient hours in advance so that important points are communicated without misunderstanding.

We also pay attention to cultural differences. What is taken for granted in Japan may differ in the guest's country, and what is natural to the guest may not be understood at a Japanese hotel or restaurant. Understanding such differences in advance and, where needed, conveying them to those who provide the services helps prevent friction in the field.

Guest personal information and details of the stay are handled only to the extent required for the arrangements and are not shared unnecessarily. Protecting the guest's privacy is a premise of this work.
